@nerthos We Dutch have a saying, it translates to "the best helmsmen are shoreside", Meaning "it is really easy to criticize the work of other people when you're not the one doing any of it". Which is a very dangerous pitfall when taking on a yet established leadership position of anything. On the other hand those who have ruled for quite a while have their pattern of thinking too engrained in certain topics to be usefull/effective ( pretty sure we have a saying for that too ). In a good democracy it should be to the people to decide what course to sail.
