@sim Yeah, they're a political "strong arm" that exists to cause riots and destabilize the place so that their backers can claim that the population isn't happy and are protesting, to then get footage of this, air it, and claim the situation is as it's shown because of the current political party is in power. If power shifts to the backer's party, they call off the paid rioters. It's a really old tactic to get uninformed people to think something's bad, playing into mob instinct by placing agitators that encourage others to join or feel unsafe.
