I hammered the bell to an acceptable and functional state. It was not much but the slight oval shape and tilt dampened the tone a lot.
Also the bell was painted black and that paint was heavily scratched. So I had to "fix" it by using sandpaper and elbow grease which resulted into transforming a black bell to a brass bell that has still noticeable scratches but became less of an eye sore.
