Never underestimate the min-maxer who has the ability to never roll a truly bad diplomacy or deception roll. I planned a whole D&D adventure that was derailed by exploiting lawful characters (mercenary Giff) to make them go away by rules-lawyering. A 30 on a persuasion roll is too high not to say no as a DM.
