    So I got a recharger rifle, went to a cliff, and shooted some lakelurks from there. Went inside the sewer and killed other four lakelurks. Got the reinforced chinese stealth suit. Then did the powder gangers quests, up to the one where the NCR attacks the prison to wipe them out. Equiped the chinese stealth suit, and remained cloaked. Went inside the main building, debilitated the NCR and left them to kill all the powder gangers. Then I killed the rest while cloaked. I wiped out both the powder gangers and the NCR soldiers, both groups more powerful than me, at level 5. #
