        @nerthos A little of both. They did rework the city, but they definitely tried to make it at least resemble the SanAndreas city. You can even go to Grove Street (which is actually Ballas territory in this game).

                      @rarity Technically the whole universe GTA5 is in is called the "HD Universe" ... GTA4, GTA4DLC's and GTA:Chinatown Wars were done in this universe. Meanwhile GTA3 GTAVC GTASA GTA Advance GTA Liberty City Stories and GTA Vice City Stories were all in the "3D Universe"
