@critialcloudkicker No, I'm saying that it'd be OK to arrest people using drugs and alcohol publically and impose heavy taxes and jail/work time. If a real desire to do so surfaced you could just pay and use the proper installations. But I'm also saying that you can't ban alcohol, because it's so deeply rooted in human culture that any attempt at doing more than keeping it from disturbing the peace would backfire horribly.
