@motherbucking GIMP is a pretty good free program for (raster-based) drawing. It has an option for line smoothing that you might consider playing around with. Otherwise, I know a lot of people who use Paint Tool SAI (but you'll have to either buy that or go sailing on the digital seas to get it).
