@ceruleanspark When your ruler has lost their right to rule you band under a leader and start an organized movement. Looting and destroying property is barbaric and justifies the bloodiest tyrany. Someone who sees their source of income burned, house destroyed, and kids terrified will gladly accept Sauron's help in ending it.
