@tiffany I think it is? at the very least, in most places that I'm aware of it falls under duty to rescue, and as abandonment when it's upon a minor blood-related to the offender. You can get fines or jail for it. Where I live duty to rescue, called "abandonment of person" also extends to any situation where a person is in peril and a bystander can help without a high risk of suffering injury, but that's not the case everywhere.
