@tiffany The closest we can reasonably get is making a checkup every six months for small children and each year for older ones mandatory by law, and if the doctor sees the kid's in poor health and after the next (shorter term as poor health is detected) check up it hasn't gotten better report it. But that brings up the issue of people mistrusting doctors as snitches which is a downside.
