How in the world did I become allies with all the city states in my own hemisphere ? ... ... Oh wait, I think I got it, I got the Treaty Organization Ideological Tenet ( gives +4 influence per turn for each city state I trade with ) ... and I was forced to make trade routes with all of them because Germany started a boycot against me ( England ) somewhere in 1914 ...
