@twistedspectre An administrator can tweak the site layout. Change the TOTW and logo, as well as all the stuff mods can do. The third tier is "Owner", and their additional power is the promotion and demotion of and admins.

@twistedspectre There aren't really any fixed requirements. You've gotta have been around for a while, but it's mostly a judgement based on character, personality, and how well a person gets on with the userbase.
