@northernnarwhal genocide, as far as this planet is concerned, has almost never had a long impact in term of population/time, genocide is not an option to me, not kuz of ethics or moral, kuz idk or give batcave about those, but because it's only temporary, I'd personally go the N.Korea or China path, and dumb down the populace.
